Re: Christine Bubser Opposition Research Christine “Chris” Bubser is not a career politician and, as such, does not have an extensive record to exploit. However, as a novice political candidate – and avowed liberal – she has given the public great insight into what policies she would pursue if she was elected to office. From taxes, to health care, gun control, and ICE, Bubser has embraced a far-left agenda which is not surprising given her financial support for Bernie Sanders’ presidential campaign. Moreover, while she has proclaimed to have been a resident of Mammoth Lakes for thirteen years, it appears that this was merely a second home and she was far more active in her local community in Los Angeles. As recently as 2019, Bubser was heavily active in her temple, the Temple Israel of Hollywood, and her HOA, the Hancock Park Homeowners Association, also in Los Angeles. On some of her most recent campaign contributions, in 2019, she similarly listed her Los Angeles address. In June 2018, Bubser proclaimed that she was now a “member of the resistance” and immediately began producing a documentary that followed the rise of female activism within the United States. She traveled across the country with female activists, including to Washington, D.C. to protest the Supreme Court nomination of Brett Kavanaugh. During those visits, she was cited (and potentially even arrested) five separate times. On taxes, fees, and government spending: û Bubser supports raising the federal gas tax and/or implementing a distance- travelled fee û Bubser supports increased tax rates on all individual tax brackets and opposes lowering corporate tax rates û Bubser supports a carbon fee û Bubser supports repealing the Trump tax cuts Her political philosophy gives us insight into how she would behave in Congress.

Regarding her campaign contributions to other candidates: û Bubser contributed to the presidential campaigns of Hillary Clinton, Bernie Sanders, and Elizabeth Warren. û Bubser contributed to Katie Hill’s congressional campaign û Bubser contributed to Planned Parenthood There do not appear to be any tax liens on either Bubser’s Los Angeles or Mammoth Lakes properties. A further hindrance to looking through her past is that her social media has been severely restricted since announcing her candidacy. Her personal Twitter was deleted at some point during 2019 and the username was taken by another user since then. Moreover, it appears her personal Facebook page may have also been deleted, as users can no longer see any posts made before she announced her candidacy in 2019.

B ACKGROUND E ARLY L IFE
Christine A. Bubser was born circa 1965 and was raised in Audubon, Pa. In 1986, she earned her bachelor of science degree in industrial engineering from Lehigh University in Bethlehem, Pa. During the late ‘80s, she moved out west to California and earned her MBA from the UCLA Anderson School of Management in 1993.

L IFE IN C ALIFORNIA In 1998, Bubser married David Baron. Together with their two kids, they live in Mammoth Lakes, Calif. Since 1993, she has worked as a biomedical engineer. According to one of her campaign biographies,
Chris is a mom, biotech advisor, engineer, and lover of the outdoors running to represent California's 8th congressional district. With momentum on her side, Chris is eager to take on Washington and committed to representing the people of CA-08 instead of partisan interests and big corporate donors. Born in Pennsylvania coal country as the youngest of three, Chris learned the values of hard work and helping her community. She began working when she was 12 years old and worked her way through college while she earned a degree in industrial engineering from Lehigh University, before moving to California and earning her MBA at UCLA.

She married her passion for technology with her business training first by working for a start-up medical device company and then working in the biotechnology field. For two decades Chris helped launch groundbreaking treatments that extended the lives of patients with HIV and cancer. Chris not only understands the challenges of the healthcare system from her professional experiences, she understands them on a personal level. As the mother of a daughter with epilepsy, Chris fought insurance companies to cover her pre-existing condition, took time away from work to manage her father’s care and has seen too many friends drain their finances to pay for medicine to treat chronic and life-threatening health conditions. Chris has worked in partnership to make communities better, first as a trustee of her Temple and then as co-founder of HODG (HangOutDoGood), a grassroots community of hundreds of volunteers who work to get good candidates elected. She has dedicated herself to solving challenges from protecting our healthcare to addressing climate change, and from immigration reform to gender equality. Chris knows firsthand that we can affect change on these issues because she’s helped to do it. Chris has lived in California for nearly 30 years and in Mammoth Lakes for more than 13, and has been married to her husband David for 20 years. They have two teenage children and share their lives with two dogs and a cat. They are lovers of the outdoors and active with Disabled Sports Eastern Sierra and the Sierra Club. For her 50th birthday, the whole family hiked the John Muir Trail. Chris never expected to run for office. But when she saw how the people of the 8th were being denied responsive representation in Congress, she put it all on the line and answered the call. To serve as your Representative would be the greatest honor in a lifetime of service. 1

In the 2020 cycle, Christine Bubser completed Project Vote Smart’s Political Courage Test in which she outlined her positions on all the major issues. As expected, she toes the Democratic Party line completely, from budgetary issues to health care, gun control, and beyond. Her responses to each issue are below. 2 S UPPORTS I NCOME T AX I NCREASES ON A LL B RACKETS Christine Bubser said she supported an income tax increase on any tax bracket in order to balance the budget. S UPPORTS E XPANDING F EDERAL S PENDING FOR E NTITLEMENTS & P UBLIC O PTION Christine Bubser said she supported expanding the federal funding to support entitlement programs like Medicare and Social Security. Moreover, she supported expanding federal spending in order to introduce a public option.

O PPOSES ACA R EPEAL , S UPPORTS P UBLIC O PTION &M EDICARE E XPANSION Christine Bubser said she opposes repealing the Affordable Care Act. She also supported the creation of a public option and the expansion of Medicare by reducing the age of eligibility to 55 and for everyone under 18.
O PPOSES L OWERING C ORPORATE TAXES & S UPPORTED R EPEALING T RUMP T AX C UTS Christine Bubser said she opposed lowering corporate tax rates and said she would work to repeal the Trump tax cuts. Moreover, she said she supported federal spending as a means for promoting economic growth.

S UPPORTED G UN C ONTROL M EASURES ; C ALLED G UN V IOLENCE A G RAVE T HREAT Christine Bubser said she would support “common-sense” gun control legislation. She supports universal background checks and red flag laws. Additionally, she said gun violence should be “studied rigorously by the CDC.”

S UPPORTS G AS T AX I NCREASE & D ISTANCE T RAVELLED F EE In 2020, Christine Bubser said she wanted to explore all funding options for increased infrastructure spending, including increases the federal gas tax and/or implementing a vehicle-miles-travelled fee. According to one of her responses on a League of Women Voters of California questionnaire, Bubser responded, American infrastructure was once the envy of the world. But today, our nation has a $2 trillion infrastructure deficit, and frankly, all of our infrastructure needs are pressing. Our roads have fallen into disrepair, our bridges are crumbling, our ports and waterways aren’t fit to support the demands of our global economy, and our public transportation just isn’t up to par. And that’s just scratching the surface. A 21st century economy needs a 21st century infrastructure system. It’s critical that we modernize our infrastructure across all the modes of transportation so our economy can grow and America can remain competitive. If we are to achieve lasting progress for our infrastructure, the federal government must commit to not only financing infrastructure programs, but to funding them. This funding must supplement long-term solutions, regular appropriations, and scheduled reauthorizations. Delaying such investment only escalates the costs and risks of our economy. I will support re-authorizing the FAST Act and am open to increasing the federal gas tax and/or implementing a vehicle-miles-travelled fee. I believe we should investigate all feasible means of supporting this critical investment in our nation’s future. 3 E NDORSES C ARBON F EE In 2020, during an Earth Day Town Hall, Chris Bubser said there were numerous ways to harness clean energy and floated the idea of a carbon fee as one way to reduce our dependence on fossil fuels:

“There’s plenty of ways for us to be creative to make sure that we’re harnessing, you know, clean energy but that we aren’t causing unintended consequences. We know the result of that in our district. We want to make sure that we explore things like a carbon fee to reduce our dependence on fossil fuels. We’re all thrilled with how clean our air right now.” 4

I MMIGRATION

Bubser supports “humane immigration reform” which includes the DREAM Act.
C ALLS P RIVATELY -O WNED ICE P RISON “A S TAIN ” & S UPPORTS DREAM A CT In 2020, Christine Bubser criticized the existence of a privately-owned ICE prison in California’s 8 th Congressional District, calling it “a stain.” Moreover, she supports the state’s ban on private prisons and is opposed to deporting any illegal immigrants. She would also like to see the DREAM Act enacted. According to one of her responses on a League of Women Voters of California questionnaire, Bubser responded,
I support equal immigration opportunities for all people, unequivocally. I strongly believe that immigrants are a benefit to our society, not a burden, and will advocate for fair and legal treatment of people seeking asylum and membership in the American community. Instead of deporting immigrants, we need to enact legislation which ensures that all working people have rights and are able to exercise them without fear of retaliation. Enacting humane immigration reform is critical to lifting labor standards and empowering workers. In Congress, I will stand in solidarity with all working people and will work to enact legislation which comports with our national values, including providing a clear pathway to citizenship for hardworking, tax-paying immigrants, keeping families together, and guaranteeing the same rights, obligations and basic fairness for all workers, no matter where they come from. I support continuing protections for DACA recipients and would want to see them included in any long-term, fair, and practical immigration policy. In addition, I want to see DAPA protection fully implemented, and well as the DREAM Act. Our current system is wildly overloaded so immediate reform is needed so that asylum seekers get the help they so desperately need. That there is a privately-owned ICE prison in our district is a stain. I support the California Legislature’s ban on private prisons and hope to see the speedy closure or dismantling of the Adelanto facility, or at least take over by the state or federal government. At the same time, I recognize that the corrections officers that work in this and other facilities must not be abandoned; we must provide pathways to reassignment or retraining for these officers into other secure jobs. 5

B IRDDOG N ATION D OCUMENTARY
Christine Bubser claimed she became a “member of the resistance” in June 2018 and protested the nomination of Brett Kavanaugh to the United States Supreme Court. During those protests, she was cited at least five times by Capitol Police.
J OINED THE R ESISTANCE
In June 2018, Christine Bubser changed her occupation on Facebook, claiming she had become “a member of the resistance.” 6
P RODUCED F EMALE A CTIVIST D OCUMENTARY Around the same time, Christine Bubser became the producer of Birddog Nation , a documentary film focused on the rise of female political activism in the aftermath of Donald Trump’s election. The documentary has yet to be released (it will debut June 8, 2020) and features footage of Bubser and other female activists attempting to corner U.S. Senators in Washington during the Brett Kavanaugh hearings. During her time protesting in Washington, she was cited five separate times by the police. Although she claims in one Facebook Live video to have been physically arrested, 7 we are still unsure whether it was an actual arrest or not. Records pertaining to the cases below are unavailable due to the closure of the D.C. Superior Court but will be requested once the court reopens.
On an Oct. 7, 2018, post on Rabbi John Rosove’s blog, Chris Bubser commented that she had to force her way into Senator Susan Collins’ office and called the senator’s speech regarding Kavanagh as “unnecessarily cruel”:
I was in Senator Collins’ office with a group of activists during her speech. We weren’t welcomed in, we pushed our way in . The Capitol police cleared the hall of all the other protesters and it was just those of us in the office who were left. There were survivors who had ridden buses from Maine overnight to talk to her, so the emotion filled the room. We held our collective breath for 45 minutes. Her justification speech was unnecessarily cruel in its length and utter dismissiveness of the issues and the truth . When she talked about presumption of innocence and I thought of the hundreds of thousands of people who are incarcerated for “crimes” far less serious than the accusations against Judge Kavanaugh, my heart split with frustration from the hypocrisy of it all. What has made some people harden their hearts so completely that they can’t even see our humanity any longer? 8

Christine Bubser has owned a home in the Hancock Park section of Los Angeles since 2001. Although she claims to have been a resident of Mammoth Lakes for thirteen years, she was, in fact, heavily involved in her homeowners’ association and Los Angeles temple. Note: Property deeds cannot be accessed online and the Los Angeles County Registrar’s office remains closed and all written requests for documents are backlogged. Deeds were requested earlier in May, 2020, and will be remitted upon receiving them. I DENTIFIED AS L OS A NGELES R ESIDENT U NTIL 2019 As recently as August 2019, Christine Bubser was listing her Los Angeles address on campaign contributions (see subsequent campaign finance chapter). Christine Bubser and her husband, David Baron, have owned 528 Wilcox Avenue, Los Angeles, since 2001. However, as of May 2020, the home is not receiving any property tax exemption. 11 Further investigation will be needed to ascertain if and when her Los Angeles home ever did receive the homestead exemption and if so, when did it change. A CTIVE IN L OS A NGELES HOA Christine Bubser’s Los Angeles address is located within the historic Hancock Park section of the city. In 1948, the Hancock Park Homeowners Association was formed to ensure its preservation throughout the years. According to a July 19, 2012, profile of Bubser during the 2012 HOA elections,
Christine Bubser has lived in Hancock Park since 2001. She has been quadrant leader for Quardrant One and a member of the HPHA board for one term. She was previously a board member of the Hancock Park HPOZ board and worked very hard with the other board members, the City Planning department and applicants to make sure the implementation of the plan went smoothly. Chris has served on the HPHA graffiti committee, traffic committee, tree committee and the HPOZ committee. Chris and her husband, David have two children in elementary school. 12
